When people are sentenced or plead guilty to a crime and being on the sex offender registry is not part of what you plead to or was sentenced to then it violates the 14th amendment to due process. The sex offender registry is no different than being on lifetime probation. If you fail to register you go to jail and you have to pay money every year and have restrictions on your life. This in turns add risk to offenders reoffending.
